Buhari names Mahmood as INEC chairman •Appoints woman Head of Service

Mahmood Yakubu
President Muhammadu Buhari on Wednesday named Prof. Mahmood Yakubu as the National Chairman of the Independent National Electoral Commission.
The appointment was consequently approved at the first meeting of the Council of State presided over by Buhari.
Five new national commissioners were also named for the commission.
The national commissioners are Mrs. Amina Zakari (North-West); Dr. Anthonia Okoosi-Simbine (North-Central); Alhaji Baba Shettima Arfo (North-East); Dr. Mohammed Mustafa Lecky (South-South); and Mr. Soyebi Adedeji Solomon (South-West).

The South-East is said to still have a sitting national commissioner.
Governor Aminu Tambuwal of Sokoto State briefed State House correspondents at the end of the meeting.
Tambuwal said by the appointments, Buhari acted in conformity with the provisions of Sections 154 (1 and 3) and 156 (3) that conferred on him the powers to appoint a chairman and national commissioners of INEC, in consultation with the council.
He said the emergency meeting was called to approve the nominations because of the peculiar situation currently in the commission.
“The situation in INEC as of today is such that requires this emergency meeting to approve the nominations by Mr. President, because the law requires that a minimum of four commissioners should form a quorum in INEC.
“This is not the case today, because the tenure of 11 national commissioners of INEC had expired,” he said.
Tambuwal added that the council had agreed to henceforth stagger the confirmation of appointment of INEC commissioners in view of the situation the nation found itself, whereby the tenure of individual commissioners expired almost at the same time.
To avert future occurrence of such a situation, the governor said the council had agreed that the names of the next six commissioners should be submitted to the council for approval.
He said the names of those already approved by the council would be transmitted to the National Assembly for confirmation according to the law.
He said the issue of whether the INEC management that fixed the dates of the governorship elections in Bayelsa and Kogi states was not properly constituted and the decision illegal did not come up during the meeting.
“That is not a matter for the council to go into; it is a matter that is strictly under the purview of the commission itself. So, it didn’t come up at the council meeting,” he said.
Tambuwal however said the new chairman would preside over the forthcoming elections.
“Obviously, the new chairman and members of the commission (will preside over the forthcoming elections.)
“I have said earlier on that we need a quorum for the commission to function and that is why Mr. President, in his wisdom, summoned this emergency meeting for us to approve these names. So, I’m sure it is the new chairman that will now supervise and conduct the elections in Kogi and Bayelsa,” he said.
The council, which is chaired by the President, has Vice President Yemi Osinbajo; all living former Presidents and Heads of State; President of the Senate; Speaker of the House of Representatives; all living former Chief Justices of Nigeria and all state governors, among others, as members.
The meeting which started at about 11.10am lasted for about an hour.
Former Nigerian leaders in attendance were Gen. Yakubu Gowon, Gen. Ibrahim Babangida, Gen. Abdusalami Abubakar and Chief Ernest Shonekan.
Former Presidents Shehu Shagari, Olusegun Obasanjo and Goodluck Jonathan were absent.
Also absent at the meeting was the President of the Senate, Bukola Saraki.
State governors, deputy governors and some top presidential aides also attended.
Meanwhile, the Council of State, presided over by President Buhari, on Wednesday commended a former National Chairman of INEC, Prof. Attahiru Jega, on his exemplary performance while in office.
The commendation was given at a meeting of the council held inside the Presidential Villa, Abuja.
The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, disclosed this to journalists at the end of the meeting.
Shehu said the council was full of praise for Jega for presiding over elections that were generally accepted as free and fair worldwide.
He said the President directed the council secretariat to note the commendations.
“A letter of commendation may later be sent to the former INEC boss,” he added.
Also, on Wednesday Buhari approved the appointment of Mrs. Winifred Ekanem Oyo-Ita, as the acting Head of the Civil Service of the Federation.
A statement by the Director (Press and Public Relations) in the Office of the Secretary to the Government of the Federation, Mr. Bolaji Adebiyi, said the appointment took effect from Wednesday (yesterday).
Oyo-Ita was, until her appointment, the Permanent Secretary, Federal Ministry of Science and Technology.
She hails from Odukpani Local Government Area of Cross River State.
The statement said the appointment “is a testimony of Mr. President’s implicit confidence and trust” in her ability to discharge the responsibilities of the office of Head of the Civil Service of the Federation.
The Presidency had on Tuesday confirmed the exit of the Head of Civil Service of the Federation, Mr. Danladi Kifasi, describing it as “retirement.”

How To Change Imei Number Of All Tecno Devices Without Rooting
In this tutorial I made use of the tecno M3 device, the process changing the imei without rooting was done in less than 5minutes. Let’s go straight to the requirements and steps involved
  • Firstly, you need to download Mtk Engineering mode app, you can download it from play store Here or send it via xender or flashare to your device. Also download blackberry imei generator on play store Here.
NOTE: The mtk engineering mode app helps those devices that didn’t work with dialing of such codes like:*#*#3646633#*#*. Some device manufacturer disable those codes from enabling the mtk device settings. The main purpose of the mtk engineering mode app is to enable you access the mtk settings of your device so you can tweak and change the imei number. You don’t need root access to do this.
  • Launch the mtk engineering mode app, click on mtk settings
1
  • On the connectivity menu, click on “Cds information” scroll down and click on “Radio information”,
7 2
  • Now you can choose either you want to change the imei of the sim1 or sim2 which is phone 1 and phone 2.
3
  • Select phone 1 if you want to change the imei number of the sim1 or select phone 2 if you want to change the imei number of the sim2.
  • Now we changing the IMEI of SIM 1, just enter AT +EGMR=1,7,”NEW IMEI” For example AT +EGMR=1,7,”523470787017340″
  • Now you input the bb imei you generated using the bb imei generator app.
  • Click SEND AT COMMAND
  • You get this notification ‘AT Command sent‘  when its successful
  • Restart your device
  • Launch the mtk engineering mode and check the imei of the phone 1 you changed, you would see the new blackberry imei number.

4 Thoughts For Entrepreneurs

NoteStream™, like so many entrepreneurial ventures, was founded to fill an unmet need. The idea took root while searching on mobile for credible information on French wine. I wanted articles that weren’t shortened, but were actually formatted for reading on a smartphone. After failed attempts to find anything useful, NoteStream was born.
NoteStream is a free learning app that encourages personal growth and exploration. It presents compelling content – something more than news – that is written by expert contributors, covering a wide range of categories. Yes, there is even content on French wine! Today, NoteStream presents hundreds of authors in an ever-growing array of topics, from the Library of Congress to the Public Library of Science. Many nonprofit organizations, looking to create awareness and engage mobile readers with their causes and issues, are also represented on the platform, as are several corporate partners who embrace the NoteStream mission to help readers “Never Stop Learning”.
A surprising fact: I may be the CEO of a growing app company, but my background is not in technology. I’ve since learned a lot about tech itself, but it is my non-tech background that has proven most valuable. I can only approach things from the perspective of what I, as the reader, would like. I had no idea what was possible, or even what was normal when building an app. Sure, some of my ideas were hilarious to the more technical people, but it was just as common for them to say “that’s not the way it’s done….hmmm….but that makes sense….let’s do it!” Companies need to nourish a culture where multiple viewpoints are welcome and embraced.
I’ve had my share of ups and downs and pivots along the way, but here are four things I’ve learned that could help entrepreneurs start breaking barriers and find success:
Don’t Get Distracted By Statistics
Case in point: TechCrunch recently reported that more than 97 percent of all venture-funded businesses have male CEOs, and this is not exactly music to the ears of women CEOs seeking funding! The NoteStream tag line is “Never Stop Learning”, and I figure that includes VCs. Women and men are different, and I spend some of my time figuring out ways to use that truth as an advantage as I build NoteStream. I simply will not let a mere statistic stand in my way of securing funding for growth
Statistics will often be a distraction, or even misleading. It is vitally important to understand the marketplace, the industry, and the opportunities, but those intimidating statistics are a representation of the past. They don’t represent what the future holds as innovators set forth.

Do It Yourself
Can’t find what you want? If it’s important enough to matter to you, build it yourself! No matter what your background may be, now is the time to innovate and grow. My role as CEO of NoteStream means I’m always seeking better ways to make it even easier for readers to access the content they’re passionate about. I look for new ways for nonprofits to further their missions, and innovate new solutions for our corporate partners. You have to believe in your idea, and learn the self-confidence to shatter your own self-limitations and give yourself the maximum opportunity for success.
Be The Leader You Would Follow
There are many role models in . You must create your own unique style that is authentic for you. Breaking barriers doesn’t happen when you’re not true to your core beliefs.
It has been said that ideas without action aren’t ideas. They’re regrets.
Being a leader is about making regret obsolete. Leadership means you’re the one replying to emails late at night. You’re the one pushing to get “just this last thing” done. You must not just try something new, but inspire others to believe. It also means you take responsibility when plans don’t go smoothly – and that you still confidently take the next step forward after setbacks.
Give Back

Giving back is more than just a nice sounding phrase. It’s one of the most potent opportunities we as humans have. There are so many incredible organizations and inspiring people actively making our world a better place. Our society is increasingly dominated by quick sound bites and news updates, and that can make it very difficult for these powerful messages to be heard. NoteStream wants to help amplify their voice.

Learning more about the organizations that change the world could inspire each of us to do great things. Whether it’s helping to #MoveToEndDV, taking plastics out of the oceans or finding out what “cage free” really means, the more you know, the easier it is to find the right cause that will not just resonate with you, but give you a real chance to pay it forward.
Giving back comes in many forms. Perhaps it’s mentoring a young professional with entrepreneurial ambitions. Perhaps it’s building a business on a foundation of giving back. Or perhaps it’s being a positive role model to a child and instilling in him or her that gender, industry, statistics, and resources are not limiting factors. Challenges, certainly. But nothing should stop us from achieving our dreams and breaking barriers.
Smartphones now dominate consumer interactions, but they haven’t changed people themselves. I’m a woman CEO in the technology field, carving a new path. I’d like to inspire others to break barriers and pursue their goals, regardless of their background, gender, education or any other prejudice. My dream is to build a platform that provides an opportunity for real and genuine personal growth in a world increasingly filled with noise.

Geometry and the Circle (Part 1)

A circle is an important shape in the field of geometry. Let's look at the definition of a circle and its parts. We will also examine the relationship between the circle and the plane.
circle is a shape with all points the same distance from its center. A circle is named by its center. Thus, the circle to the right is called circle A since its center is at point A. Some real world examples of a circle are a wheel, a dinner plate and (the surface of) a coin.circle with center point A

The distance across a circle through the center is called the diameter. A real-world example of diameter is a 9-inch plate.

The radius of a circle is the distance from the center of a circle to any point on the circle. If you place two radii end-to-end in a circle, you would have the same length as one diameter. Thus, the diameter of a circle is twice as long as the radius.

We can look at a pizza pie to find real-world examples of diameter and radius. Look at the pizza to the right which has been sliced into 8 equal parts through its center. A radius is formed by making a straight cut from the center to a point on the circle. A straight cut made from a point on the circle, continuing through its center to another point on the circle, is a diameter. As you can see, a circle has many different radii and diameters, each passing through its center.

chord is a line segment that joins two points on a curve. In geometry, a chord is often used to describe a line segment joining two endpoints that lie on a circle. The circle to the right contains chord AB. If this circle was a pizza pie, you could cut off a piece of pizza along chord AB. By cutting along chord AB, you are cutting off a segment of pizza that includes this chord.

A circle has many different chords. Some chords pass through the center and some do not. A chord that passes through the center is called a diameter.

It turns out that a diameter of a circle is the longest chord of that circle since it passes through the center. A diameter satisfies the definition of a chord, however, a chord is not necessarily a diameter. This is because every diameter passes through the center of a circle, but some chords do not pass through the center. Thus, it can be stated, every diameter is a chord, but not every chord is a diameter.

Let's revisit the definition of a circle. A circle is the set of points that are equidistant from a special point in the plane. The special point is the center. In the circle to the right, the center is point A. Thus we have circle A. circle with center point A
plane is a flat surface that extends without end in all directions. In the diagram to the right, Plane P contains points A, B and C.
Can you think of some real world objects that satisfy the definition of a plane? At this level of mathematics, that is difficult to do. Intuitively, a plane may be visualized as a flat infinite sheet of paper. The top of your desk and a chalkboard are objects which can be used to represent a plane, although they do not satisfy the definition above.

A circle divides the plane into three parts:
  1. the points INSIDE the circle
  2. the points OUTSIDE the circle
  3. and the points ON the circle
the points inside the circlethe points outside the circlethe points on the circle
You can see an interactive demonstration of this by placing your mouse over the three items below.
A circle divides a plane into three parts:
  1. the points INSIDE the circle

  2. the points OUTSIDE the circle

  3. and the points ON the circle
